He’s talking about the illegal CSRs (cost sharing reimbursements) to insurance companies.
Congress didn’t authorize them, but Obama paid them anyway. Trump has continued to but made clear he won’t for long.
A court has ruled them illegal (the ruling was put on hold at congress’s request LOL!)
Without those payments every insurance company would drop out or have to charge outrageous premiums.
POTUS needs to start inflicting pain on the swampers. Like a veto threat on any obamacare bill that does not remove their obamacare exemption.
