De Leon is arguably one of the biggest AH's in the solar system.

Trump could retaliate by threatening to close all military bases in California?

I can assure you, Trump would never do anything that stupid.

CA is a military powerhouse and has a strategic location, including widely varied environments for training of all branches of the services, huge natural harbors, it has existing massive training areas, high end testing facilities etc.

In announcing the hiring last month, the president pro tempore of the California Senate, Kevin De Leon, said Holder and his law firm will be "advising us in our efforts to resist any attempts to roll back the progress California has made." De Leon is the Democratic lawmaker who recently admitted that many members of his own family are in the country illegally, have obtained false documents, and likely "would be eligible for deportation."

Sounds like grounds for Department of Justice action to me.

The U.S. Census counts illegal aliens.

California has five more congressional districts than it should have as a result, and five additional electoral votes that would be gone if there were no illegal aliens in California.

If it happens, all federal funds dry up and get diverted to building the border wall. State government officials get prosecuted for violating federal law as a next step.
