CA is a military powerhouse and has a strategic location, including widely varied environments for training of all branches of the services, huge natural harbors, it has existing massive training areas, high end testing facilities etc.
It would be a good start. I’d throw in sacramento too.

De Leon is the Democratic lawmaker who recently admitted that many members of his own family are in the country illegally, have obtained false documents, and likely "would be eligible for deportation."
Sounds like grounds for Department of Justice action to me.
