That sounds like the “entrepreneurial” immigrant rules — all part of the “merit-based” immigration system that Trump says the US should emulate. (Although, the merit system doesn’t apply in all cases.) If you can show that you will make direct investments, and create jobs — you get a lot of bonus points toward your application. Few entrepreneurial immigrants wind up on welfare.
