The Shafer Commission Nixon created to offer advise on how to deal with cannabis decided cannabis should be decriminalized. t concluded that cannabis did not cause widespread danger to society. It recommended using social measures other than criminalisation to discourage use. It compared the situation of cannabis to that of alcohol.
Nixon as we know, rejected the commission’s recommendations & the federal law was written to effectively criminalize the study of cannabis. So no, not settled science though some nations like Israel are studying cannabis & have a very robust medical cannabis program themselves.
