They always catch someone in a sting. Because if no one bites they start using more aggressive tactics, like going on to adult websites such as match.com, plenty of fish, among many others posting as 18-20 year olds. Then after days of communicating saying they are 16 or 17. Then they encourage meets and lead the chat into a sexual nature.
Look up “florida internet stings” to learn about some massive LEO over-reach.

This is actually Operation Broken Heart IV. The first one was is 2014 and there were two more in 2015 and 2016 with a similar number of arrests.
