My follow on answer explains it.

Under age kids are generally not considered to be in danger of being prosecuted for a sex crime, when they have sex if they are relatively the same age.

At that age, the worst penalty could be notifying the parents.

In this day and age, I’m not sure if parents are even notified any longer.
