And I can kind of imagine a scenario where some maid or servant at the hotel says hey Otto, you’re tall, I need to take that sign down to clean it, would you do that for me?
And Otto does, then BAM! here are the soldiers to arrest him for it. Of course we wouldn’t hear about any of that.
This was an older American attitude, and it would have been stood behind by the Congress and presidency of that day, and judges would, of course, not say boo.

Warmbier didn't know whether or not he could get away with visiting a dangerous but interesting place like North Korea. He was probably just a kid who wanted to know how the world really worked. To find out, he was willing to leave his "safe space" and put himself at some risk. THAT'S THE ONLY WAY TO FIND OUT HOW THE WORLD REALLY WORKS.
The risk level probably looked low, and there was a real opportunity to learn a lot, so he decided to make the trip. It turned out to be a horrible mistake, but he doesn't deserve a Darwin award, or all this 20-20 hindsight criticism. Risk-taking by young males is normal.
From what I understand, Warmbier was the only American traveling with that group at that particular time. He was singled out specifically because he was an American, and Kim Pig Un wanted an American hostage. Zero Hussein Obama left him in North Korea to rot. This “professor” needs to be the next American to take the travel tour.. let’s see how she fares (Kim Pig Un will probably promote her to second in command since their hate America ideologies so closely match.

In her post. the professor condemns the Human Rights abuses of all people in North Korea. At no pint does she condone or give refuge to North Korea’s actions.

The more I look at this, the more I wonder if Otto just stumbled into a trap, having done nothing more heinous than going to visit the Norkies.
The sign that was the center of the ostensible question here doesn’t look like it’s amenable to being tucked away for a souvenir. It looks like a fixture.
Now suppose I was some staffer at the hotel and I was angling for a government favor. And I saw Otto and hey he’s dirty dog American and he’s tall... bingo. I’ll ask Otto to take that sign down for me, he doesn’t even need a step stool, saying I want to clean it. And then I’ll alert the soldiers, and I’ll be a Norkie hero or heroine! Aw too bad for the boy, but he deserves what he gets for coming here as a dirty dog American.
Dunno if it has anything to do with my train of thought here (which frequently derails) but funny I happen to be in a hotel (American) right now, and my room is situated such that the staffing room is right down the hall. I frequently encounter the maids and they are friendly. And it occurred to me what if one asked me to do something... not that this would be plausible in an American hotel. But when you’re in a foreign place, you might be specially open to being friendly... anyhow, I bet they would have told Otto that you had better just say for the nice camera that you took the sign down, without any if’s, and’s, or buts like the staff asked you to, or we beat you with this stick.
