The amounts are decreased in the Senate bill under LONG-TERM STATE STABILITY AND INNO- VATION ALLOTMENTS. The idea that you can wait until you get sick until you purchase coverage is a government mandate against insurance companies (and all the people who maintain coverage). There is no "penalty" for dropping coverage. Only an extra charge if you want to get coverage after having none.

The Senate bill removes the ability for the states to request a waiver on covering pre-existing conditions,

I have not seen that, but if it is missing, then that would explain why I didn't see it.

So if an extra charge for allowing your coverage to lapse is not a penalty then what is it exactly?

I have not seen that, but if it is missing, then that would explain why I didn't see it.
