There is no "penalty" for dropping coverage. Only an extra charge if you want to get coverage after having none.

So if an extra charge for allowing your coverage to lapse is not a penalty then what is it exactly?

I have not seen that, but if it is missing, then that would explain why I didn't see it.

So I get the checkmark back?

A free market would charge more if you wait until you get sick to buy coverage, correct?

You can get your check mark back for preexisting mandate overriding the states. But the reconciled bill could still have the states decide that.
