If it makes anyone feel any better, rumor has it NYS is gonna lose at least one seat after the 2020 census. We lost 2 after 2010. Gee, I wonder why...
The loss of a seat is a two sided coin. NYS loses a seat but within NYS the flight is mostly in rural areas. NYC is maintaining or gaining population. The the represention will be more liberal over all. The city districts will get smaller and the rural larger.
