First thing I thought. Would it be Constitutional to allow a “special” class to protect themselves but not everyone else.
It's a lot worse than that.
Since the 2A is NOT for personal protection, but rather for protection from governmental tyranny... this law would grant protection FOR governmental tyranny, by arming government at the expense of the people.
