How would anyone know the race of a person pulled over? Do drivers liscences have race indicated? I don’t think my state does. It has hair and eye color.

There is an old joke that I have to admit I never “got”. I didn’t understand what it was trying to communicate and which ethnic group it was trying to slam. It goes like this:
Q: What do you get when you cross a black with a latino (though it didn’t use those words)?
A: A car thief that can’t drive.
Could someone explain which side is supposed to be the thief and which is supposed to be the bad driver, and why? What is the real life meme I’m missing here?
Why would a police officer prefer to stop blacks, their exposure to being a victim of violence goes up significantly? Most officers would prefer to go home safely to their families. Stopping only whites would greatly increase those chances.
