President Trump's plan to invest $1 trillion in infrastructure would include stiff penalties for any federal agency found to be stalling new road, bridge or dam approvals.
Trump said the administration would set up a new "council" to help project managers navigate the "bureaucratic maze," but its other function would be to "make sure that every federal agency that is consistently delaying projects by missing deadlines will face tough, new penalties."

Trump's got this part of the Deep State figured out - now he needs to apply same types rules to the rest of 'em.
I’d like to see auditors on the front end of money inste a d of the rear.
Track every 10 billion with its own monitoring accountant tracking down to every expenditure 1000 dollars or more.
Has to makes more sense thanacting shocked and crying that no one knows what happened to that money.
That would be about 400 auditors.
I hope the council also finds those who are obstructing and dumps their a##es
Penalties need to include termination of those individuals involved in the delay, demotion of the management chain who should be providing oversight and responsibility, loss of funds for the agency.

If Trump can get off the toll road kick (i.e., turning existing Interstates into toll roads), then he’s doing this perfectly. Get rid of the red tape and the problems will literally take care of themselves, as states can immediately get to work building things.
Thankfully, I didn’t hear the term toll road this week - perhaps they focus-group tested it, hopefully.
