He DID leak, to his pal at Columbia Law School, who is not in the FBI and (presumably) not authorized to have this confidential material. You may be right that the Mediascum has not seen the actual memo, only heard parts of it read over the phone. BUT it is still a leak if Comey gave his Columbia pal the actual memo to read from.

Yet Comey and Clapper orchestrated the exact same one on one at Trump tower. Why would they do that unless they were “doing something improper”.

It also set a precedent where Trump would assume that arrangement was kosher.

His leaking of his memo was an epic train wreck. I can't believe a director of the FBI would engage in an ATTEMPTED POLITICAL ASSASSINATION of a sitting president.
