This isn’t my field of law. I would be interested to know if this constitutes a criminal offense.

I would like someone to weigh in as well.
On the face of it...it raises a lot of questions.

Criminal offense? I'll give you one: COMEY TOLD GRASSLEY DURING A PREVIOUS HEARING THAT HE WAS
NEVER THE SOURCE OF A LEAK TO THE MEDIA.
COMEY COMMITTED PERJURY DURING A PREVIOUS HEARING!

I don’t think it rises to criminality, as the memos were not classified documents. However, it glaringly shows the double standard Comey operated under: He all but admitted in July, 2016 that Hillary Clinton broke the law, yet he was opposed to the appointment of a special prosecutor (which is shocking considering his boss Loretta Lynch had an obvious conflict of interest); yet, he admitted that there was no evidence that Trump broke the law yet he leaked his memo for the purpose of having a special prosecutor appointed!
