She probably thought this was an accident at first. She immediately rushed to help, and only then found out the hard way it was a deliberate attack, which was still ongoing.

I think just the opposite. Assume it is a crime first.
And don’t even think about asking Americans to donate firearms again like you did in WW11 unless you like being told to pound sand.
That will serve you well, but I don’t think that’s most people’s state of mind when something like that happens right in front of them. Perhaps it should be.
Most of us are thinking of those in need of help at a moment like that.
Being aware of how things are these days, I’d be watching for key indicators from the occupant of the vehicle.
Some of them did. I wonder if that's one of the reasons the attackers had on the fake suicode bomb vests: to freak out police. If so, sounds like it worked.
Note to the UK: Arm your police, dammit.
