A 25-year-old federal contractor is facing charges she leaked a classified National Security Agency document to a news outlet in May.
The charges against Reality Leigh Winner came about an hour after the publication of a story based on an NSA document detailing Russian attempts to hack American voting systems in 2016.
President Trump has been pushing Justice to go after leakers inside the federal government, which he has identified as "the big story" when it comes to Russia's involvement in the 2016 presidential election. Winner's arrest could signal the federal government is going to aggressively investigate and prosecute individuals who send classified intelligence to news organizations.
Trump and other Republican allies in Washington have made pursuing leakers one of their top priorities, but Winner is the first to face charges for releasing classified intelligence.
Winner, of Augusta, Ga., is facing charges that she removed classified material from a government facility and mailed it to a news outlet. She was arrested on Saturday and appeared on the charge Monday.

She more than likely received her TS (likely SCI as well) while on active duty. Contractor companies do not want to pay the expense of requesting a new clearance for a perspective employee.
Until last week I was a contractor, now I’m a govt civilian for the DOD. I was hired for my contract job in large part because I retired from active duty with a valid and current clearance.
washingtonexaminer.com reports: A classified intelligence report obtained by The Intercept reveals that Russian hackers may have more deeply penetrated U.S. voting systems during last year’s election than previously reported, including trying to hack elections officials.
The Intercept reported Monday about a “top-secret” National Security Agency document. The document dated May 5 details hacking efforts by Russian military intelligence that includes a cyberattack against at least one U.S. voting software supplier.
The report indicates Russian military intelligence, specifically the Russian General Staff Main Intelligence Directorate, or GRU, also sent spear-phishing emails to more than 100 local election officials days before the November presidential election.

Someone I know told me the likelihood is that NSA knew everything about her. The NSA would be the ones to manufacture evidence it wants, as well as its distribution.
I hear you, most young military personnel have the maturity and sense of duty to understand the responsibility of having a TS. It’s the civilian types who think they’re so much smarter than everyone else (regardless of age) that do these things.
I had a TS/SCI for a decade. Moved on to other work, but don’t talk about even FOUO and Confidential stuff. Why bother?

The arrogance of youth. She saw something that she felt she just “had” to share. It made her feel important. The recent glorification of leakers by the media probably was a minor factor as well.

She was a contractor for Pluribus International Corporation. They're the ones who held her clearance. It's not that hard for a 25-year old to get a TS clearance, since they don't have much of a background to check: clean nose, no funny associations like your uncle is a NORK native or your Dad is a skinhead, etc.; no bankruptcies, and so forth.
How many 25-year olds have TS clearances? Hundreds, I'd guess. Do they keep close tabs on these yutes? Hmm. Maybe not as well as they oughta.
BTW, because she was caught, Pluribus is probably in for a world of hurt - unless of course, they have it in with a powerful Senator somewhere (a lot of these contracting companies do).

Reading on, I think this classified NSA report is part of the basis for the unclassified report that came out in January, the one that referred to Guccifer 2.0, named the jaron shorthand for two of the hacker community’s phishing tools, etc. I wonder if it is roughly expansion of the Crowdstrike report.
