When the announcement is made, it will pointedly be noted that the US Senate never ratified any treaty anyway.

Great strategic response. I hope it's one that he uses.

Trump should send it to the Senate and ask for ratification on an up or down vote that requires 67 votes for approval, I.e., treat it like a treaty. No way will it be approved. Trump gets a win without a political cost.

A vote has the advantage of letting the public know what is in the agreement.
