That's the only real possibility for outright forgery. But the layering is still a WH creation because HI sent a paper document to the WH, not electronic. Thus the WH scanned the paper and created layers to mess with birthers.

It seems possible to me that the paper document sent by HI did not show Obunghole’s birth in Hawaii. Or, it could have shown a different father. No way he was the son of Barack Obama Sr. with skin that light. The layering could be the result of the WH manipulating the image to show what they wanted it to show.

Not really. The embossed certificate artifact from HI showed his birthplace in HI in the reporters digital photos of that artifact.

There are digital photos of the actual artifact from HI. They weren't the greatest shots, not forensic quality, but they show the data in the digital scan on the website (with the layers) and the embossing. To get those photos the WH would have scan the artifact from HI, alter, print, emboss, etc. That would require time and prep, so in fact the only feasible story is they threw the paper that was sent from HI in the trash and brought out their own forgery on official paper, forged signature, embossing, etc. that they created well in advance.

Much more likely possibility: the paper from HI was displayed. It was scanned and layered but not altered since the contents match the digital photos of the (alleged) paper from HI.

If anyone could do that, surely it would be the holder of the Oval Office.

Sure, but it's still time consuming, The WH would have to have prepared to create their version well in advance. On the day the artifact from HI arrived they would take it into the back room, perhaps scan parts, perhaps not, then toss it in the shredder. Then create their version with the tools that they procured in advance (paper, embosser).

It's not impossible but it's a much more complex explanation. I'm not sure about the timing, whether they opened the envelope from HI in public. If so, then they would have to also create that envelope to replace the one from HI.
