There’s more to that story. Mueller was delivering a requested uranium sample for analysis in support of a criminal smuggling case from the foreign state Georgia involving Russian and Georgian nationals.
That was part of an anti-terror investigation. The Russians were supposed to cooperate in analyzing the small (10 grams) sample of uranium, to verify whether or not uranium was stolen from a Russian facility.
It’s unclear what happened after that, but Obambi’s idiotic foreign policy hasn’t helped US-Russian cooperation on such issues lately.

The question thus still remains if this was an elaborite sales job to enable Hillary to sell off our uranium stocks to the Russians. The timeframe seems to line up.
"Former Uranium One chairman Ian Telfer was among several individuals connected to the deal who made donations to the Clinton Foundation. Telfer made four foreign donations totaling $2.35 million, the Times reported.
The donations flowed as the Russians gradually assumed control of Uranium One in three separate transactions from 2009 to 2013.
