Why didnt he prosecute her? Why was immunity granted to all of these individuals? Why is it he said that he needed to prove intent, when in fact all they really needed was gross negligence, which was proven beyond the shadow of a reasonable doubt, and he probably had the intent there anyway?

Besides, one could have easily found intent in hilLIARs and her cronies’ actions. NO ONE who does that, allows, that, knows of that, damn well knows it was intentional. Gross negligence can be so egregious to equal intent . . .even if that was the standard

FWIW, in Canada, the RCMP used to do both law enforcement and intelligence work. The roles conflicted — badly. Several years ago, a new agency, (CSIS) was created to do the “Intelligence” work; leaving the RCMP to concentrate on police work.
