The fired Balch Springs police officer who shot and killed a 15-year-old in a car leaving a party has been charged with murder, law enforcement officials confirmed to FOX4.
The murder warrant for Roy Oliver was signed Friday afternoon by a Dallas judge. Oliver turned himself in late Friday evening.

How is it endangering an officer to drive away from a cop?
The cops lied and said he was accelerating towards them, they said that’s why the cop killed the 15 year old boy.
But in fact, as the body cam showed, they LIED about that, and the car was driving away from the cop.
He deserves to go to jail...he killed that kid for no reason.

Most of us get up in the morning and go to work and have a 99.99999 percent chance of coming home safe. A peace officer doesnt but he or she still gets up and goes to work and stands in front of those who want to harm us and our families. "Negligent discharge" makes it sound like an accident or carelessness. He took aim and fired at the car when there was no danger to himself. That's murder.
yes, when will the police (and everybody else for that matter) get it straight that you do NOT have to do anything immediately. The police will get you if they want you, on a traffic stop or a warrant. No need to shoot anyone fleeing. Shooting is to protect yourself or others.
Negligent homicide, or manslaughter, IMO. The cop did not likely plan to take a life, but reacted in a way that held a high probability to do so.
I am concerned that premeditation will become a stumbling block to justice in this case.
What makes me sick about this is the NATIONAL NAACP president came to town to call for protests. The family of the boy has requested that there be no protests until AFTER they bury their son. The protests will probably happen in Dallas, cause I have no idea where downtown Balch Springs is.
They want justice - the officer has been fired, charges have been filed and the officer has turned himself in. It will take time to have a trial - they want justice NOW. What is the point of a protest and federal investigation when all that can be done HAS been done.
I pray no one gets hurt tonight - I’m sure the protests will begin as soon as the funeral is over.
Remember that you will never hear about a shooting or killing from the left unless there is power and/or money to be gained. Hence you never hear them talk or worry over black on black or black on anything killings. You never hear any talk from them over white on white killings. Only when there is something to gain for them (White cop vs black person) will there be action.
Second degree murder. His actions were deliberate but not premeditated. There was no negligence or accident in this.
Second degree I can agree with. Depending on jurisdiction, we are arguably saying exactly the same thing, IMO. Legal definitions differ.
I have the utmost respect for LEO’s - however from what can be gathered from the news reports, this was a “bad shoot”.
The officer was called to a party that had been crashed by rowdy teenagers - and the officer knew he was dealing with teenagers.
Regardless of his stress level, he should have known that in those circumstances that his department’s Use of Force directives would have prohibited firing into a fleeing car under those circumstances - common sense should have told him that firing into that car was a bad idea - especially since he was aware that it was filled with teenagers.
I’ve read reports from various sources that the officer was an Iraq Vet (Army) and may have been suffering from PTSD which while it may explain his actions, it will not excuse them.
Now as to the DA charging him with murder, I suspect that is intentional overcharging with the goal of quieting the outraged public while guaranteeing that the officer doesn’t get convicted since the facts that are known do not support a premeditated murder charge.
Lots of people have dangerous jobs. Police work doesn’t rank top ten for occupational mortality. And half of their mortality rate is caused by car accidents.
If every bad cop that served in the military is going to get a free PTSD pass, the obvious solution would be to ban ex military from serving as cops. Is that where you want to head?

Southeast corner of Dallas. About half Mexican, other half split almost equally between white and black. Also split between DISD and Mesquite schools. As for a downtown, I don't think it has one.
I have placed blame for this on Obama's VA. There have been so many reports of veterans not receiving the care they needed when Obama was president.
I am just speculating on what Roy Oliver's problem is. Clearly, he should not have shot at someone in a car driving away. But I do not have the facts.
My concern is to get people who might have some sort of problem from their military service to get them the help they need.
Maybe Roy Oliver is an officer who did not get the treatment he needed. Does that give him a pass on shooting a 15 year old? No.
There would be shared blame if Obama's VA is part of the problem here.
Maybe the system needs to find the Roy Oliver's and identify them. If they are in a position where they might hurt people, then they need to be taken off the streets.
That is why, in my opinion, Black Lives Matter is a bogus organization that does not address the real problem.
