"Negligent discharge" makes it sound like an accident or carelessness. He took aim and fired at the car when there was no danger to himself. That's murder.
Negligent homicide, or manslaughter, IMO. The cop did not likely plan to take a life, but reacted in a way that held a high probability to do so.
I am concerned that premeditation will become a stumbling block to justice in this case.
And then they lied about it. Until someone with integrity saw the video.
