I think you have it exactly right. I’d add that she wasn’t trustworthy. Besides, she has the Jarrett, Rice look.

You may be right on the not capable. But,

In classic Peter Principle sense, one has background for their job but rises one rung too far.

I'm betting it's more that she has no skills for the job other than her race and gender. A lack of Peter is not a job qualification.
