The stupid bill, essentially abdicating Constitutionally given federal executive authority over immigration to the states. It would be a massive give-a-way to Mexifornia, and lead to even greater political fissure within the country.
States keeping track of “guest workers” and “guest workers” remaining ONLY in the state whereto they got the “guest worker” permit? Neither of those ideas are tenable.
He complains that the federal measures have not worked. That’s a giant half truth. The fact is they have not been adequately enforced, when they should have always been fully enforced. Why weren’t they. Local politicians were trying to buy “Latino” votes and didn’t want their POLITICAL ambitions affected by enforcing the law.

Based on the San Diego, Los Angeles, and San Francisco Metros. Los Anveles County single handedly pushed Hillary to the Three Million popular vote total over Trump. Until there is an Insurection in the rest of the state, there are no foreseeable changes. How am I wrong?

States would do criminal background checks and would be responsible for making sure the guest worker isnt displacing an American worker.

This has to be one of the dumbest ideas I've ever heard come out of Congress, and that's saying something. The states are going to keep up with the workers they authorize to come in??? Lol.
At least this seems to be a separate piece of legislation and not attached to some major bill, and can be contested separately. I hope so, anyway.

The State department will enable the states to do this anyway. We will find out years later that this was going on all the time. Nobody will be fired and the deep state continues on.
