I wonder why the briefing venue was changed from the Senate to the WH.

I don’t know. It is interesting that they’re hauling 100 senators to the WH. All I can think of is a) the room isn’t bugged (or chance of same) and/or b) they said no staff, so this way they can ensure that only senators are attending.
