There is no US law that prevents the assassination of a foreign leader. Especially one we are still technically at war with.

Ronald Reagan further amended and strengthened Carter’s original order in 1981. It gave increased powers to intel agencies but didn’t change bans against assassination by US government of foreign leaders.
