That is an excellent question, and should be asked whenever the US is contemplating taking action somewhere. Especially if we are footing the bill. Once an answer is obtained, the next question should be, “What is the envisioned end state of our action there?”
To my knowledge, the first question was never asked before we went into Kosovo. Or before Obama and Hillary completely destabilized the Middle East. (Or before the Democrats completely botched the campaign in Vietnam.) The second question was certainly never contemplated, either.
Because we promised to support their independence if they gave up their nuclear weapons. As did Russia.
