You could be absolutely right.
But why didn’t he hit enemy combatants, then? That way, he would get a double benefit.
Here are the possibilities as I see them in no particular order:
1. It didn’t actually happen.
2. Accident.
3. Assad did it to warn America and allies that he has this stuff and will use it.
4. The other side did it to make Assad look bad.
5. Crazy pilot theory.
Probably lots of others I don’t see.
I don’t specifically believe Putin, as all politicians lie. It is simply a matter of figuring out which lie, when.
The will of which enemy is he trying to break? ISIS? Qatar? Saudi Arabia? Saudi Arabia has made it clear by bombing of Yemen they are not terribly concerned with civilian lives. As long as the Gulf states finance a rebellion, there will be a rebellion.
You can also win a war simply by breaking the enemy physically and Assad and the Russians have more than enough firepower to do that.
I suspect in order to really secure Syria long-term, a few Saudi agents and arms dealers will have to be dealt with discretely. (or not discretely, depending on the message needing to be sent)

We get plenty of disinformation from our guys because they have expressly admitted (Mika Alphabet) their belief that 1. their job is to tell us what to think, and 2. they claim objectivity, but their actions belie their political ideology.
Back to the 1984 analogy, they even seemed to believe their own polls. Or did they? Why would they keep tapping candidate Trump if they thought they had it in the bag?

False dichotomy. Why trust either Trump or Putin? I voted for Trump out of necessity, but no politician is entitled to fanatical devotion.
I guess it doesn’t matter now. In four years, putin won’t likely be around.
