I think the most effective law that could be passed by congress is any family of a victim of illegal aliens can sue the city if they failed to cooperate with the federal government

All he has to do is fire them and replace them. Gov. Abbott plans to do that but he needs new legislation for that authority since county sheriffs are elected officials.
