How in the world could he break his hand? There is no weapon mentioned. Betting the injured “officer” is a female.
Probably right after the first cuff went on. When that first cuff goes on it’s best to have the hand being cuffed in a gooseneck. To suspects it ain’t really happening until the first cuff goes on. That’s when they wig out mostly. And if the guy is crazy or high on PCP, watch out, you’re going to the races. I’ve had my hand twisted and wrenched, but never broken. It might not be a woman. It might just be bad timing on the officers part or lack of positive control.
