Q: Does US 83 there meet interstate requirements? If not, WTH is the speed limit set so high?

Texas roads have high speed limits. Many two lane roads in west Texas are 70 mph with some 75. Divided state highways (non-interstate) have 75 mph and some interstate sections are 80 mph.

Out here in the NM oil patch, two lane improved roads (those wide enougn to have a rumble strip) are 65 mph but most Texans drive as if they are still in Texas.

US 83 in Texas is known as the Texas Vietnam Veterans Memorial Highway. It is the
longest highway in Texas at a length of about 895 miles. It orignates in Brownsville
and exits Texas north of Perryton into Oklahoma. It ranges from a six lane divided
roadway to a two lane highway.
