Exactly. If I were president, my first executive order would read "All executive orders issued by this office from the period of January 20th, 2009 through January 19th, 2017 are hereby rescinded and shall be rendered null and void, effective immediately".

If members of Congress wanted to make the case that some of those orders are good and should be reinstated, they could appeal them on a case-by-case basis, and I would review and consider each case.

Regulations are harder to get rid of than EO’s. Once final, they could only change by starting a new regulatory process that goes through a bunch of steps.
