That is not how it likely goes down at all. You exaggerate the risk to Democrats. Republicans are in charge of House, Senate, and White House but have poor party discipline and cannot govern effectively without Democrat votes. Republicans however will be blamed for everything that goes wrong in the country, including a failing Obamacare which they promised to repeal and replace. They just failed that promise today.

Democrats will not vote for a fix to Obamacare unless their party backs it. They have tight party discipline. To get their votes President Trump will have to offer them something like Single Payer, perhaps on an experimental basis in states that choose it. I expect the public at large will like it initially because most people are not so idealogical when it comes to benefits like Social Security and Medicare. If Trump gets Democrat votes, it will be for a Grand Bargain and he will get majorities of both Democrats and Republicans.

I agree that Democrats have better party discipline, and maybe you’re “Grand Bargain” is a better way of saying it. I think it comes down to how long Obamacare is viable. Right now Trump says it’s going to collapse and Nancy Pelosi thinks it’s the best thing in the history of the world. Both can’t be right.
