The United States will increase pressure on ISIS and al-Qaeda and work to set up interim zones of stability to help refugees return home in the next phase of the battle to defeat the groups, US Secretary of State Rex Tillerson said on Wednesday.
Addressing top officials from an international coalition of 68 nations battling ISIS in Iraq and Syria, Tillerson did not elaborate on where the United States planned to set up these safety zones.
The United States will increase our pressure on ISIS and al-Qaeda and will work to establish interim zones of stability, through ceasefires, to allow refugees to return home, he told the meeting at the State Department.

Finally, something that makes real sense.
During WWII, we took in Russian refugees at Fort Ontario...aka a refugee camp. They formed their own community and became self sustaining. They were supposed to go back after the war. Many did...but many stayed. Bottom line...it worked.
Sounds good from a refugee control point of view but could this morph into more nation building?
Maybe this is why Tillerson skipped the NATO meeting in order to meet with the Russians. Smart move, I’d say, especially when we remember Turkey is still somehow a member of NATO.
Hawaii would be a good place to establish a refugee settlement. Zuckerberg, Barky and Barky’s judge pal would all go for it as they are very fond of illegals.
So the 'zone' is in Syria?
