Sen. Rand Paul (R-KY) told Breitbart News exclusively on Tuesday afternoon that he expects House Speaker Paul Ryan will be forced to pull the American Health Care Act (AHCA) before a scheduled Thursday vote because Ryan will not get the votes to pass the legislation. The AHCA has been dubbed Obamacare Lite by Paul a leading conservative critic of the plan and by other conservatives as RyanCare, RINO-Care, and Obamacare 2.0, since the bill does not actually fully repeal Obamacare and keeps many of the main structures that the now-former President Barack Obama installed in the healthcare system. It has come under intense scrutiny from both sides of the Republican Party moderates and conservatives are lining up against the bill and Ryan, despite publicly projecting confidence, cannot find the necessary 216 votes to pass the legislation.
Paul, one of the leading senators out of more than a dozen Republicans in the upper chamber criticizing the bill there, told Breitbart News in this exclusive interview he believes there are at least 35 House Republicans ready to vote against the bill in its current form. And he predicted that, unless some major changes come to the legislation between now and the scheduled vote on Thursday, Ryan will need to withdraw the bill and Republicans will have to start from scratch with a new bill and a new strategy on Obamacare.
Paul said in the in-person interview at his U.S. Senate office in the Russell Senate Office Building:

“This bill repeals the taxes and the mandate. You can opt out of the whole thing and not pay a dime.
Not according to a Freedom Caucus member who was just on Mark Levin’s show. He said this DOES NOT do away with the individual mandate.”
That is my understanding as well. The individual mandate is now paid to insurance company if at some point you want insurance and went w/o continuous coverage for some period of time .. I’m thinking it was around 2-3 months ... somewhere in that range.
You don’t understand the Parliamentarian. Reconciliation is a budgetary process. All you can pass using it is a budget bill. That’s why Ryan is limited to just zeroing the find for individual mandate rather than striking the text altogether.
Zeroing is budgetary. Extracting text is not budgetary. THAT is why you only need 50. THAT is why you can’t add text saying no illegals can get insurance, or we want all the text of Obamacare removed, or we demand insurance be across state lines.
Those are not budgetary issues. They are not Reconciliation. They need 60.
This fiasco is just like the amnesty bills that Rubio, and previously McCain, were harping about.
These folks just don’t get it.

but with Obamacare one of the biggest drivers has been the FEDERAL mandates ... which doesn't change in the Ryan bill.
That's true but we're trying to repeal Obamacare, which will return us to the prior state of affairs, some aspects of which are way overdue for reform. Healthcare costs were skyrocketing long before Obama came along.
Lol, the Patient Protection and Affordable Care Act was passed through reconciliation; Senate does not need 60 which is why those who are paying attention understand this is all a farce and a continued commitment to unrestrained fiscal (Insanity) oppressive governance.
“This bill repeals the taxes and the mandate. You can opt out of the whole thing and not pay a dime.”
What is your source for the repeal of the taxes?
It’s an enormous expansion of Medicaid. And will fund subsidy/medicaid for illegal aliens.
This bill must not pass.
Obamacare has raised the premiums of those that struggle to pay their own ins.
Obamacare passed with less than 60 votes using the reconciliation process. All you need is one budgetary item in the bill and it can qualify for the reconciliation procedure.
“The opposition is coming mostly from leftists and from the Mark Levin/Beck crowd.”
And established Freepers and Buchananites that hate Levin and Beck.
Is your slur above the healthcare equivalent of calling someone a “Putinista”?
Nobody here has forgotten it. I think Freepers generally fall into two groups as far as this "three-phase approach" goes:
1. Some of us don't trust the GOP to implement Phase 2 and/or Phase 3.
2. Some of us don't believe the GOP will be any closer to mustering 60 votes for Phases 2 and/or 3 than they have right now.
That's why we're adamant about the GOP doing it all right now ... or putting up a heroic fight in a losing effort. If they pass a "Phase 1" bill in 2017 and insurance premiums increase by even one penny in 2018, then the GOP will likely lose both houses of Congress ... and you'll have a better chance of seeing Donald Trump wearing a sombrero and giving the 2019 State of the Union address in Spanish than seeing Phase 2 even get out of a House committee.
Yes, I am in the unaccustomed position of agreeing with Rand Paul and glad to have him in the mix!
Kill the bill! Repeal obamacare or let it go bust!!
Insurance is a contract for financial services regulated at the state level. Each state makes its own laws on how the contracts can be written for their residents. Many types of insurance are offered by the the big companies in multiple states, but their contracts offered are usually different in each state. So the real question is should it be taken away from the states by fedzilla and turned into one size fits all?
Short Answer: No !
“on domestic and fiscal matters Paul is often RIght On
“we do NOT want replacement we want REPEAL!
the fed govt has NO business trying to push into personal health care
“and we have no business paying taxes for such unconstitutional excesses that, given the size of the fed govt and its remoteness, are bound to FAIL anyway”
BTTT
“these guys are the way to prevent Trump (dont know about you, but Im not tired of winning yet) from fulfilling another promise”
This promise is s shit sandwich and I, among many others, want no part of it.
Republicans need to repeal, then entertain new legislation.
But they will not. They are terrified hypocrites with the sounds of “20 million lost their insurance” and “preexisting conditions” ringing in their ears.
The despicable cowards disgust me, still. And now I fear they have co-opted Trump.
BS. You have a citation?
1. Leave Obamacare alone and let it go down in flames.
2. Let some smart, enterprising people (we used to call these AMERICANS) with expertise in health care and insurance come up with a package of templates for medical insurance plans that don't meet any of the Obamacare requirements but cost a hell of a lot less money.
3. Offer the insurance products for sale in one state, a few states, or a whole bunch of states.
4. Once they attract millions of new customers to these insurance plans, let voters in every other state clamor to get similar plans in their own states.
5. If anyone in Washington tries to shut the operation down, just tell Congress and the U.S. Dept. of Health & Human Services to go f#%& themselves and stick their Obamacare/Ryancare sh!t up their collective @sses.
You could easily get something like this up and running in plenty of time for them to be available to customers right around the time the 2018 Obamacare renewal notices are in the mail late this year.
When we allow the Gv’T to take over additional functions we embolden it. The Gv’t is drunk on power, cares nothing for results, the welfare of the Nation or the People or whether it performs or perverts its functions, only about holding power.
We must get the Gv’t out of healthcare before we have neither healthcare nor any funds left to run or defend the Nation.
