That’s an amazingly generous blanket excuse for any behavior whatsoever, and very conveniently couched in terms that make any objective assessment impossible.
I’m guessing that holding representatives accountable for their actions in office isn’t a big thing for you.

Ryan was a never Trumper. He is a memb er of the RINO club of the GOP: Romney/Bush/McCain.
Ryan would like nothing better than to stab Trump in the back, so Trump will not be re-elected in 2020.

Or it’s an explanation of his behavior that helps you understand his actions, probable future actions, and what pressures might modify his behavior. Besides, accusing our leaders of only being interested in maintaining their majorities instead of using their majorities for positive change is hardly a complement.
Do you actually believe your conspiracy theory, or is it just hyperbole?
First, I think the problem here is that you don’t seem to understand that all of Washington DC runs on bribery. If you did, nothing about my statement would be even slightly controversial.
Second, your statement about Ryan’s alleged motives helps no one at all since it provides no basis whatsoever on which to predict his future actions. It is a semantically worthless assertion, that by its very nature cannot be verified.
For once, I believe what CNN is saying.
If you believe the Republican leader is only interested in maintaining his republican majority, and thus his power, then you know that you can motivate him by helping or hurting his most at risk members. Losing his speaker-ship by a member vote is also, of course, a pressure point.

... then you have an incredibly naive and limited outlook on what actually goes on in DC.
Washington DC is a bribery and embezzlement ring, and little else. All of us who have been there to see it operate firsthand know this to be true beyond any reasonable doubt.
Ryan, like almost all the others, works for his donors and not his constituents, and this industry-authored bill that threatens to shatter the GOP majority coalition is solid evidence thereof, and in direct contradiction to any pretense of more noble or widely shared objectives.
