It’s not just government departments. All you have to do is tour the DC suburbs to realize how many manufacturers have headquarters or large administrative offices here, but nearly none have any plants here.

And here I always thought the City of Washington and the District of Columbia were built and created on a malaria infested swamp, that nobody else wanted and the government at the time could purchase really cheap.
