Paul Ryans Obamacare-lite plan will replace the individual mandate penalty with a premium surcharge for failing to maintain health insurance coverage over 63 days. Individuals without insurance face a 30 percent surcharge of their monthly premium. The penalty will fill the coffers of the insurance companies instead of the government. Obamacare imposes penalties for those who go without insurance for more than three months. The IRS imposes penalties based on income, and the length at which an individual went without insurance. Health insurance premiums adjust based on age, meaning that Ryans health penalties would be cheaper for younger Americans, and more expensive for older Americans. The Ryan plans penalty is not tied to income, unlike Obamacare, making penalties proportionately higher for low-income Americans.

Exactly. Trump is very much in danger of completely losing to coalition that elected him. After that great speech last week we have gotten screwed. Mnuchin wants to increase the debt ceiling, Trump wants the GOP 0bamaRyanCare plan to pass and now we are learning that lousy plan has higher penalties again.
If Trump goes along with this, his voters are gone for good. His already low approval ratings will drop below 10%.
He better reverse course now and fight for what he campaigned on.

I'll repeat what I posted on another thread. This is one case where I think the GOP effort will fall flat on its face, and the 30% surcharge will often be waived.
If I'm completely healthy and I'm beyond that 63-day window, what incentive do I have to sign up for an insurance plan? I can easily envision a scenario where insurers get so desperate to enroll new, healthy customers that they start waiving that 30% surcharge just to attract new customers who recognize this as a total scam unless you have a pre-existing condition.
