Which begs the question, though: If they are wiretapping a foreign national and the person on the other end of the conversation turns out to be a U.S. citizen, do any legal complications arise? Or does the involvement of a foreign national target give them license to eavesdrop on the U.S. citizen?

They’re supposed to redact the parts with citizen. They may have redacted it, then leaked it. Who knows...yet.
