Priebus job is to keep Trump’s White House schedule, organize appointments, decide who comes in, etc. he may coordinate things with Congress. I don’t think he is a policy guy.
It doesn’t have anything to do with where he lived all of his childhood; rather it’s more likely that his attitude is due more to the German genes he carries and having been around all of the building trade guys, all of his life...plus the fact that most of the average/usual New York City people ( the real ones...not those who move there and then claim to be New Yorkers ), especially from his generation and older ones too, have that same attitude!
