The law is the law. The reason we have an immigration problem is the refusal of 4 US presidents (Bush I, Clinton, Bush II, Obama) to strictly enforce immigration laws.
If Trump aggressively enforces immigration laws, cuts off welfare to non-citizens, and seals the border, many illegals will self-deport.
and go after businesses which knowingly hire illegals.
Of the 4 you listed, Bubba Clinton did the best job of enforcement, inadequate as it was.
