Easy solution. Give huge corporate tax breaks to companies which hire American STEM workers over comparable foreign workers.
Give engineers and the like from outside America an extra incentive to be here in the first place.
That keeps jobs domestic while encouraging that ONLY the very best and competent foreign workers are brought here.

Easy solution. Give huge corporate tax breaks to companies which hire American STEM workers over comparable foreign workers.Easier solution: Less regulation, not more. Eliminate the H1-B visa scam instead of adding workarounds to it. It is not a function of the U.S. Government to directly assist companies in hiring workers.

Even easier: Make the H1B visa fee $200K/yr. See how bad the shortage of American STEM workers really is by seeing how many visas are requested when foreigners cost at least $200K each.
