Why is this called a Presidential Address to the Joint Session of Congress instead of the State of the Union Address?

I heard today that that is the traditional name for the first address of a new President. State of the Union is his second and subsequent addresses.

Because Trump has not been in office for a year, so traditionally an SOTU is reserved for presidents who have a year’s worth of achievements to talk about.
