President Trump may urge lawmakers to pass a compromise immigration reform bill during his speech to a joint session of Congress Tuesday night, a senior administration official told television network anchors who met with the president.
Trump believes a major immigration bill is necessary but would require "a softening on both sides. There's got to be a coming together," the official said, according to CNN.
Trump envisions a proposal that would allow some undocumented immigrants live and work in the U.S. without fear of deportation, but would stop short of offering them a pathway to citizenship.
Such a move would be a departure from the hardline stance on illegal immigration Trump has taken thus far in his presidency.

The H-2A program allows U.S. employers or U.S. agents who meet specific regulatory requirements to bring foreign nationals to the United States to fill temporary agricultural jobs. A U.S. employer,a U.S. agent as described in the regulations,or an association of U.S. agricultural producers named as a joint employer must file Form I-129, Petition for Nonimmigrant Worker, on a prospective workers behalf.
Who May Qualify for H-2A Classification?
To qualify for H-2A nonimmigrant classification, the petitioner must:
Offer a job that is of a temporary or seasonal nature.
Demonstrate that there are not enough U.S. workers who are able, willing, qualified, and available to do the temporary work.
Show that employing H-2A workers will not adversely affect the wages and working conditions of similarly employed U.S. workers.
Generally, submit a single valid temporary labor certification from the U.S. Department of Labor with the H-2A petition. (A limited exception to this requirement exists in certain emergent circumstances. See e.g., 8 CFR 214.2(h)(5)(x) for specific details.)

Second, the unions made sure that employers had to pay prevailing wages to the visa holders, which makes them less attractive. And they are covered by various government regulations governing employment conditions and benefits.
I don't have a lot of sympathy for the employers. Yes, the costs will go up for their product if they pay Americans and LPRs higher wages in order to attract them to this work. The other alternative is greater mechanization and automation of the work.

BTW most of the employers who hire illegals for construction are Hispanic. They pay under the table. I’ve seen them at the DMV collecting the licenses as the workers get them. I have no sympathy what-so-ever for them

There has to be a way to get the wall up and control immigration from Mexico while trying to get a system in place that will allow at least a path for those who have broken no other crimes outside of the immigration laws.
Trump can end the political advantage the rats hold over us with Hispanics in the country.
Build the wall, stop the flow, get decent immigrants on a pathway to attain residency, throw the violent criminals out. If we can get something like this done, it will be democrats that will struggle to win national elections for a long time.
My Father In-Law was in the CA Agriculture Business for decades.
He fully supported Guest Worker Programs and Work Permits. It provided badly needed Workers for the Farmers at a reasonable Wage and it prevented Illegal Immigration.
The Workers came here, earned their Money and returned Home much better off than when they left.
Like it or not, the average American Worker will not toil in the Fields for the Hourly Wage that the Migrants earn.
My F-I-L told me this stuff over 20 Years ago. He had an ongoing like / hate relationship with Cesar Chavez. I think they tolerated each other because they were both Ex Navy.
Until they stop pouring in here illegally, the only thing we do for them is send them home. All of them.

Well, he and Chavez went at each other numerous times over the Farm Workers Union, but my F-I-L was the only Company Executive that was ever invited to his House, or so I am told.
