You could cut every single dollar of non-defense, non-DHS discretionary spending; eliminate State, Treasury, Justice, Education, Agriculture, Labor, Commerce, HHS, HUD, Interior, all of them; and you still wouldn't hit $1 trillion in cuts.
Agreed. I'd start with the non-"entitlement" discretionary spending and cut deeply there. Then we do need to cut entitlements. I just don't want to start with that fight.
