Protecting the power grids here on earth, in the USA at least, by spending the few billion necessary to shield them completely. With that done the citizenry can be educated on how to protect the electrical devices at the manufacturing and consumer end of the grid. It has the bons of protecting against Nork or Iranian EMP attempts which would be hard to prevent if fired from a freighter just offshore.

Hell of a marketing plan. For the past 2 decades NASA has made us aware of the dangers of a violent solar storm. However, NASA has not made us aware of how they can prevent a solar storm. Whether we look at the sun up close or from the Earth, until we can predict and/or prevent a solar storm, why are we wasting dollars to go there? Hence, the 2 decades of marketing.
