I think that is called “negotiation”. Two presidential advisors disagree on an issue of policy. Both present their case, and their boss (the President) decides.
What I don’t get is why an EXECUTIVE order has to come “from the departments of Justice and Education”?? Silly me, but I thought an EXECUTIVE order came from the EXECUTIVE, and not his underlings.

Either the NYT has no idea what it is talking about and is making things up. Or someone in the Trump Administration is leaking to the NYT. Trump needs to get control of these leaks. Something like this, if true, should not have made the front pages of the NYT.

They got word that De Vos disagreed with the policy and like a good cabinet member voiced her opinion on the matter.
NYT then fabricates a whole fake conflict and even presents it’s own conclusion that De Vos could either resign or go along with the policy.
Well, everybody has that choice. The NYT managers gave the author of this piece a choice. Either write a hit piece on Trump or resign.
For Anti-Trumpers it’s either publish or perish.
