This is what I have finally come to. He didn't do anything wrong, he was speaking on Trump's behalf saying essentially the same thing Trump is saying. So he has nothing to cover up, and no reason to lie. So maybe he just gave Pence the bare-bones of the conversation, not knowing Pence would jump in front of a camera and start talking about it.
When it turns out Pence misspoke, he throws Flynn under the bus. Flynn takes the bullet like a good soldier. Forced to choose between Pence and Flynn, Trump asks Flynn to bow out.
I understood that Flynn told Pence he didn’t talk to Russians, Pence went out and defended that. Then when it came out that Flynn did in fact talk to Russians it was a problem. That is why Spicer said there was a erosion of trust and integrity.
