Forgive me, I didn't watch the interview. Like most people, I couldn't care less how this emergency could have been avoided. What we need now is, not some committee bloviating on how this could have been avoided, we need a fix. Something to prevent this calamity from getting worse.

Perhaps somewhere upstream, some of the water could be diverted? I don't know, but it is time to think outside the box.
